Government EV Schemes in Pakistan (2026 Update)

Last checked: · Sources: official portals, EDB, Punjab and Sindh government announcements

Petrol crossed Rs 390 a litre in September, and a lot of people are now asking the same question: is there any government help to buy an electric bike, rickshaw or car? There is, but it's spread across federal and provincial programmes, each with its own portal, rules and timing. Some are open, some have just closed, and one big one is still waiting for its start date.

We put all of them on one page. For each scheme you'll see what you get, who qualifies, where to apply and, most important, whether you can actually apply right now.

Quick status

1. PAVE Phase 2: PM Electric Bike & Rickshaw Scheme

Approved, registration date not announced

PAVE stands for Pakistan Accelerated Vehicle Electrification. It's the federal programme run by the Engineering Development Board (EDB) under the NEV Policy 2025–30, and it's the only EV scheme open to people in every province, AJK and Gilgit-Baltistan.

Phase 1 ran on a computer ballot. Out of more than 269,000 applications, 40,000 e-bikes and 1,000 rickshaws/loaders were approved, and the government began sending subsidy money to buyers through the State Bank in early 2026.

The Economic Coordination Committee approved Phase 2 on 5 May 2026 with a Rs 9 billion budget. Two things change this time, and both matter:

  • No ballot. It's first come, first served. Each category closes once its quota fills, so there may be no "last date" at all.
  • Subsidy is cut from the price at purchase. In Phase 1 people paid first and waited for the refund. Now you pay the net price, and EDB pays the manufacturer directly after delivery and registration are verified.

The bank-route figures are from Phase 2 briefings. Final terms will be on pave.gov.pk when registration opens.

Who can apply

  • Pakistani citizens with a valid CNIC, including AJK and GB residents and NICOP holders
  • A valid driving licence is required
  • One subsidy per person. If you already got an EV through any federal or provincial scheme, you can't apply again
  • Only bikes and rickshaws from EDB-approved manufacturers count. Buying any e-bike from the market won't get you the subsidy

Special categories

Federal government employees (BS-16 and below): a separate self-finance route with a down payment of Rs 10,000 on a bike, with the rest taken from salary. You'll need an AGPR verification letter. Journalists have their own quota but on self-finance only. Phase 1 reserved 25% of bikes for women. This hasn't been confirmed again for Phase 2.

So when does registration open?

Honest answer: nobody outside EDB knows yet. In September, EDB asked e-bike makers to submit pre-qualification documents by 24 September. Public registration comes after that list is final. If you see a website giving you a "last date" for Phase 2, be careful. As of today there is no official date.

What you can do now: keep your CNIC, driving licence and a mobile number in your own name ready, and decide whether you'll pay cash or go through a bank. On day one, the people who are ready get the bikes.

2. CM Punjab E-Bike Scheme for Students, Phase 2

Applications closed 4 Oct · balloting stage

This is the Punjab government's own programme, separate from PAVE. Phase 2 offers 100,000 electric scooters to students of public and private schools, colleges and universities across Punjab.

SubsidyRs 90,000 per scooter
Down paymentNone
Monthly instalmentAbout Rs 3,000, interest-free, over 3 years
Paid by governmentMarkup, insurance, registration and token tax
Free with the bikeHelmet, safety rod and two days of riding training
BatteryLFP (lithium iron phosphate)
Applications5 September to 4 October 2026
Portalbikes.punjab.gov.pk

Where things stand: the window is closed. Over 1.3 million students registered and more than 607,000 finished the full application. Since that's six times the quota, winners will be picked by e-balloting, district by district based on domicile. Verification was scheduled for October, and deliveries are expected to start after the ballot.

Rules worth knowing: one bike per family, even if two siblings apply. Students need a driving licence or learner's permit, and a parent or guardian has to stand as guarantor with income proof.

If you applied, keep checking the portal with your CNIC. Nobody can "get your name in the ballot" for a fee. If someone asks for money, it's a fraud.

3. CM Punjab E-Bike Scheme for Teachers

Check PTF portal for current round

The Punjab government extended the e-bike idea to teachers in April 2026. Applications go through the Punjab Teachers Foundation at ptf.punjab.gov.pk, and the first round covers 5,000 teachers.

  • Bike price around Rs 200,000 to 250,000, with 30–40% paid by the government
  • The rest in interest-free instalments over 2 to 3 years
  • Female teachers and teachers in rural areas get priority
  • Documents: CNIC, service certificate, driving licence and a passport-size photo
  • Download the confirmation slip after submitting. PTF confirms by SMS or email

Punjab has also said government employees and delivery riders will be added to its e-bike programme in later phases. No portal for them yet.

4. Punjab E-Taxi Scheme

First 1,100 cars handed over · no new round yet

Launched by CM Maryam Nawaz on 26 February 2026, this was Pakistan's first electric taxi scheme. The first 1,100 electric cars were handed over to drivers and fleet owners on interest-free instalments, with a 30% quota for women. Applicants needed a Punjab domicile.

In June 2026 the Transport Department started action against people using these subsidised cars for personal travel instead of running them as taxis. So if a new round opens, expect stricter checks. Portal: e-taxi.punjab.gov.pk

5. Sindh: EV Tax and Registration Relief

Active till 29 May 2028

Sindh doesn't have a purchase subsidy, but if you're buying an EV in Karachi or anywhere in the province, you save on paperwork for years. On 1 September 2026 the Sindh cabinet extended its EV concessions for two more years.

Valid30 May 2026 to 29 May 2028
Registration fee (EV)Rs 1,000
Annual motor vehicle taxRs 500 (non-commercial EVs)
Electric motorcyclesRs 500 one-time lifetime tax
Large EVs (2,000cc equivalent or more)Rs 5,000 luxury tax
Late registrationRs 1,000 fine

Compare that with what a petrol car of the same price pays in Sindh every year, and the difference adds up fast.

6. Buying an electric car? The new auto policy

Approved by PM, awaiting full rollout

There's no direct cash subsidy for electric cars. But in September 2026 the Prime Minister approved the draft Auto Policy 2026–31, which favours battery EVs the most. The headline changes: bank car-loan limit for new energy vehicles goes up from Rs 3 million to Rs 10 million, loan tenor from 3 years to 5, and a proposed 1% sales tax on NEVs with exemption from some other duties. Plug-in hybrids and range-extenders get smaller relief.

Banks will apply these limits only once SBP issues its instructions, so ask your bank before you book a car on that basis.

7. KP, Balochistan and Islamabad

We haven't found any active consumer EV subsidy run by the KP, Balochistan or ICT governments. People living there can still apply for PAVE, since it's federal. The day a provincial scheme is announced, we'll add it here.

Documents to keep ready

  • Original CNIC (and a clear photo of both sides)
  • Mobile SIM registered on your own CNIC, for OTP
  • Driving licence (learner's permit for Punjab students)
  • Bank account in your name
  • Students: enrolment proof and guarantor's CNIC + income proof
  • Government employees: AGPR verification letter / service certificate
  • Recent passport-size photo

Watch out for fake portals

Every time a scheme is announced, copycat sites pop up with names like "pavegov", "pave-registration" or "ebike-punjab". Some ask for a "registration fee" through JazzCash or Easypaisa. Real government portals end in .gov.pk. Type the address yourself, never share your OTP with anyone, and don't pay any agent. If a call or WhatsApp message promises you a guaranteed bike, block it.

Frequently Asked Questions

Can I apply for PAVE Phase 2 right now?

Not yet. Phase 2 was approved in May 2026, but EDB hasn't opened public registration. Watch pave.gov.pk. Because it's first come, first served, be ready on the first day.

Is there a last date for PAVE Phase 2?

No official last date exists. Each category closes when its quota is used up. Dates you see on other websites are guesses.

How much subsidy will I get on an electric bike?

Under PAVE, up to Rs 80,000 if you pay the rest yourself, or Rs 50,000 plus interest-free bank instalments. Under the Punjab student scheme it's Rs 90,000.

Can I get both PAVE and the Punjab e-bike?

No. Both schemes allow one subsidised vehicle per person. If you win the Punjab ballot, you can't take a PAVE subsidy too.

Can I buy any electric bike and claim the subsidy later?

No. The subsidy only works on approved models bought through the official process. A bike from a regular showroom outside the scheme gets nothing.

When will Punjab announce the e-bike ballot result?

Verification was planned for October 2026, with balloting after that. The result will be shown on bikes.punjab.gov.pk against your CNIC.

Do girls get the Punjab e-bike for free?

Earlier announcements talked about free bikes for female students. The Phase 2 terms announced in September describe the same deal for all students: no down payment and about Rs 3,000 a month. Check your offer letter on the portal for the final terms.

Is there any subsidy on electric cars in Pakistan?

No direct cash subsidy. Car buyers benefit from lower taxes and bigger bank loans under the new auto policy, and from very low registration and token tax in Sindh.

I live in Karachi. Which scheme can I use?

PAVE Phase 2 for a bike or rickshaw, plus Sindh's Rs 1,000 registration and Rs 500 tax for any EV you register in the province.

Do I need a driving licence?

Yes, for PAVE. Punjab students can apply with a learner's permit.
