How to Apply for the CM Punjab Electric Bike Scheme
Step-by-step guide to the CM Punjab e-bike scheme for students: who can apply, documents, the official portal, installments and what to watch out for.
The CM Punjab electric bike scheme is one of the most searched topics in Pakistan this year, and for good reason. It gives students an electric scooty on interest-free installments, with the government covering a big part of the cost.
It is also one of the most confusing. Rules have changed between phases, unofficial websites keep popping up, and many students miss out simply because their documents do not match.
This guide puts everything in one place: who can apply, what you need, how to fill the form on the official portal, and the mistakes that get applications rejected. We have also noted where details changed between Phase 1 and Phase 2, so you know what to check before the next round opens.
Important: The Phase 2 deadline was October 4, 2026. If you missed it, keep this guide handy. Future phases have followed a very similar process, and having your documents ready early is the best way to get in.
What the scheme offers
Under Phase 2, announced in September 2026, the Punjab government planned to provide 100,000 electric scooters to students. According to Daily Pakistan's guide to Phase 2:
A government capital subsidy of about Rs 90,000 per scooter
Interest-free financing over three years
No down payment, with monthly installments of around Rs 3,000
Insurance, registration and token tax covered by the government
A free helmet and safety rods for successful applicants
Scooters in black for male students and pink for female students
The scooter offered in Phase 2 was listed with a 1,000W motor, a 72V 30Ah LiFePO4 (LFP) battery, a top speed of 50 to 55 km/h, hydraulic suspension and an LED headlamp. An LFP battery at this price is a genuinely good deal. Most scooties under Rs 2 lakh in the open market use graphene batteries instead.
Phase 1 was a little different. ARY News reported in July 2026 that it came with a down payment of about Rs 15,000 and monthly installments of around Rs 2,000. So always read the current phase's terms, not last year's.
Who can apply
Eligibility has shifted slightly between announcements, so here is what has been consistent and what has changed.
Consistently required:
You must be a registered student at a recognised educational institution in Punjab
You must hold a motorcycle driving licence or learner's permit
You need a valid CNIC or B-Form
You must apply only through the official portal
Age: Phase 1 coverage said applicants must be at least 18, with some categories allowing up to 35. The Phase 2 guide said students aged 16 and above could apply with a driving licence, learner's permit or juvenile driving permit.
Other conditions reported for Phase 1:
A valid Punjab domicile
No vehicle already registered in your name
One bike per family, even if more than one sibling qualifies
Guarantor (Phase 2): Applicants had to nominate a parent or legal guardian as guarantor. The guarantor needs a valid CNIC and acceptable proof of income, and the mobile number used must be registered in the guarantor's name.
Documents to keep ready
Get these sorted before the portal opens. Most rejections happen because of a mismatch between documents, not because the student was ineligible.
Your CNIC or B-Form
Student enrolment proof or a bonafide certificate from your institution
Motorcycle driving licence or learner's permit
Punjab domicile certificate
Guarantor's CNIC
Guarantor's proof of income, such as a salary slip or bank statement
A mobile number registered in the correct name (the guarantor's, under Phase 2)
Passport-size photographs
Scan everything clearly. Blurry photos and cut-off edges are a common reason for delays.
Do not have a licence yet? Get it first
A licence or learner's permit is mandatory. The good news is that Punjab Traffic Police made this easier for scheme applicants. PhoneWorld reported in September 2026 that eligible students could get a learner's permit and a regular driving licence on the same day, skipping the usual 42-day waiting period between the two.
You can start the process online through Punjab's DLIMS system, then visit your nearest driving licence centre.
Step-by-step: how to apply online
The only official portal is bikes.punjab.gov.pk. Do not use any other website, and do not pay any agent.
Step 1: Visit the official portal. Go to bikes.punjab.gov.pk and check the announcements for the current phase.
Step 2: Register. Create an account using your CNIC and mobile number. You will receive an OTP to verify.
Step 3: Fill in personal details. Enter your name, father's name, address and date of birth exactly as they appear on your CNIC or B-Form.
Step 4: Fill in educational details. Add your institution, roll number, programme and year. These must match your enrolment record.
Step 5: Add guarantor details. Enter your parent or guardian's CNIC, income details and mobile number.
Step 6: Upload documents. Upload your licence or learner's permit, enrolment proof and any other documents asked for.
Step 7: Choose the e-bike option and submit. Review every field before you press submit. Small spelling differences between your CNIC and your college record can cause problems.
Step 8: Save your application number. Take a screenshot. You will need it to track your status.
How selection works
Phase 1 used computerised balloting when applications exceeded the quota. Aaj News reported that the scheme gives equal opportunities to male and female students and allocates quotas across Punjab's divisions.
For Phase 2, the guide said completed applications would be processed on a first-come, first-served basis after documents were verified. That makes applying early, with correct documents, even more important.
If you have applied, our guide on what happens after you apply for the e-bike scheme explains verification, balloting and delivery.
Common mistakes that get applications rejected
Name mismatch. Your name on the CNIC, B-Form and college record must match.
Wrong mobile number. Under Phase 2, it had to be registered in the guarantor's name.
No licence or permit. This is non-negotiable.
Applying through a fake website. Several unofficial sites copy the scheme's look. They may steal your data or ask for money.
More than one family member applying. Under Phase 1 rules, only one person per family was eligible.
Uploading unclear scans. Use good light and a flat surface.
Is the scheme actually worth it?
For most students, yes. A modern scooty with an LFP battery for about Rs 3,000 a month, interest-free, with registration and insurance included, is a very good deal. In the open market, an LFP scooter of similar spec usually costs well over Rs 2 lakh.
But keep a few practical things in mind:
Charging. You will need a safe place to charge at home. Our post on how many units an electric bike uses per charge explains what that will add to your electricity bill.
Service. Find out which company supplies the scooter and where its nearest workshop is.
Safety. Wear the helmet you are given, every single ride.
If you do not qualify for the Punjab scheme, look at the federal PM PAVE scheme, which is open to all Pakistani citizens aged 18 to 65. You can also compare electric scooters available in the open market on the SawariPK price list.
