Is a Driving License Required for an Electric Scooty?
Yes, you need a motorcycle driving licence and registration for an electric scooty in Pakistan. Here is why, how to get one, and what happens if you ride without it.
It is one of the most common myths about electric scooties in Pakistan: "It's electric, so you don't need a licence."
You do. In Pakistan, an electric scooty or bike ridden on a public road is treated as a motor vehicle, just like a petrol bike. You need a valid motorcycle driving licence and the scooty needs to be registered with number plates.
The confusion is understandable. Electric scooties are quiet, often slow, and many are marketed to students and first-time riders. Some people assume they fall into the same category as a bicycle. Even public figures have got it wrong. This guide clears it up.
The short answer
Yes. If your electric scooty has a motor and you ride it on a public road, you need:
A motorcycle driving licence (or a valid learner's permit, while you learn)
Registration with your provincial Excise and Taxation department
Number plates
Crown Electric's FAQ says it directly: any vehicle driven on public roads in Pakistan requires a valid driving licence and registration with the Excise Department. Revoo's guide on licensing says the same: if the e-bike is motorised, you need a motorcycle learner's permit or a valid driving licence.
Does a car licence cover an electric scooty?
No. This is another common mistake.
In May 2026, Karachi Mayor Murtaza Wahab was reported riding an electric bike to the Sindh Assembly. In a media interaction, he said he did not have a motorcycle licence and believed his car licence was enough. PakWheels pointed out that a motorcar licence and a motorcycle licence are separate categories in Pakistan, and one does not cover the other.
So if you only have a car licence, you still need a motorcycle licence to ride an electric scooty legally.
What about electric bicycles?
Pedal-assist electric bicycles, where a small motor only helps while you pedal, are a grey area. Revoo's guide notes that its licensing advice applies to motorised e-bikes and does not clearly cover pedal-assist-only bicycles.
But almost every electric scooty and electric bike sold in Pakistan is throttle-controlled and motorised. If you twist a handle and it moves, treat it as a motor vehicle.
What happens if you ride without a licence?
Traffic police across Pakistan have become much stricter, and many cities now use cameras and e-challans.
In Karachi, traffic police announced in October 2025 that anyone riding a motorcycle or driving a vehicle without a valid licence could face a fine of up to Rs 20,000. Unpaid e-challans can lead to licence suspension or the vehicle being impounded.
Karachi traffic police were reported in late 2025 to be issuing around 4,500 e-challans a day.
In Lahore, Daily Times reported the case of a bike owner facing e-challans worth around Rs 2.39 million, a reminder of how quickly unpaid fines can pile up.
Riding without a licence can also cause problems with insurance claims and warranty disputes if there is an accident.
How to get a motorcycle licence
In Punjab
Punjab uses an online system called DLIMS to start the process.
Apply for a learner's permit online through DLIMS, or at a driving licence centre
Practise with the learner's permit. Normally, you must wait 42 days before applying for a regular licence
Book your test at your nearest driving licence centre
Pass the test and get your licence
For students in the CM Punjab e-bike scheme: PhoneWorld reported in September 2026 that eligible students could get a learner's permit and a regular licence on the same day, skipping the usual 42-day wait. See our CM Punjab scheme guide.
For younger students: The Phase 2 guide to the CM Punjab scheme said applicants aged 16 and above could apply with a driving licence, learner's permit or juvenile driving permit. Check with Punjab Traffic Police for current juvenile permit rules.
In other provinces
In Sindh, KP and Balochistan, apply through your provincial traffic police or licensing authority. Revoo's guide says you generally need to be a Pakistani citizen aged at least 18 with a CNIC, and bring:
Your original CNIC and a copy
A recent photo
The fee
You fill in the form, pay the fee, pass any required test and receive your licence.
How to register your electric scooty
Registration is done with the Excise and Taxation department in your province. According to Revoo's guide, you will need:
Original CNIC and a copy
Proof of purchase: invoice or sales certificate from the dealer
A copy of your licence or learner's permit
Proof of residence: a utility bill or domicile
Sometimes an inspection certificate or insurance
In person: visit the nearest Excise office, submit the form and documents, pay the fee, and collect your registration card and number plate after a few days.
Online: many provinces now let you apply through their Excise portal, pay with JazzCash, Easypaisa or a card, and receive a digital registration certificate. Plates are delivered or collected depending on your location.
Fees vary by province, so check your provincial Excise website.
Tip: Ask your dealer whether the scooty's price includes registration. Under the CM Punjab Phase 2 scheme, the government said it would cover registration and token tax. With most open-market purchases, you pay separately.
Don't forget the helmet
A licence is only part of riding legally and safely. Helmets are required for motorcycle riders in Pakistan, and enforcement is increasing. In Sindh, PakWheels reported that the TRACS system uses AI cameras to detect riders without helmets and issue fines.
Wear a proper helmet every time, and make sure anyone on the back wears one too.
Common questions from parents
"My child is 16. Can they ride an electric scooty to school?"
Only on public roads if they have a valid permit for their age under current rules. Many schemes and brands assume riders are 18 or older. For younger riders, check with your provincial traffic police about juvenile permits before letting them ride on roads.
"The scooty only goes 25 km/h. Does it still need a licence?"
If it is a motorised scooty on a public road, assume yes. Speed alone does not make it a bicycle.
"Can my daughter learn properly before riding in traffic?"
Yes. In Islamabad, the traffic police run the ITP Uraan riding school for women, where the first batch of 100 women graduated with licences in March 2026.
